How to Get a Driving Licence in Uzbekistan: Step by Step

Roadmap · 9 min · Updated: 16 October 2026

In short: getting a category B licence in Uzbekistan means a form 083 medical certificate, practical training at a licensed driving school, a theory exam, a practical exam on a test ground, and issuing the card through my.gov.uz or a public services centre. Expect 3–5 months. Since February 2026 you can self-study theory; practical lessons still have to go through a school.

Every month instructors meet students who have already paid for something they did not need or lost two or three weeks for no reason: the medical expired, theory was taken too early, or the exam was booked on a day the instructor could not provide a car. Below is the order we recommend. All figures are as of October 2026.

The whole route on one page

Step Where Time Money (guide)
1. Medical check, form 083 Polyclinic or private clinic, certificate on my.gov.uz 1–3 days paid, the clinic sets the price
2. Contract with a school Licensed driving school 1 day deposit, usually part of the course fee
3. Practice and theory prep School, test ground, city streets 2.5–4 months the main part of the budget
4. Exam application cabinet.yim.uz up to 1 working day for review exam fee paid when booking
5. Theory exam Exam centre 25 minutes 1.5 million UZS
6. Practical exam Exam centre test ground 1 visit 1.5–1.6 million UZS
7. Licence issue my.gov.uz or public services centre 1–2 working days 70% of BRV, 308,000 UZS

BRV is the base calculation amount used for state fees: 440,000 UZS since 1 September 2026. A full budget with every amount is in how much a category B licence costs.

Step 1. Form 083 medical certificate

You cannot enrol in a school or book an exam without it. A panel of doctors examines you: a general practitioner, ophthalmologist, neurologist, psychiatrist, narcologist and others, plus a chest X-ray (unless you had one within the past year) and a blood test. The rules allow up to three calendar days for the check, and it is paid.

The certificate itself is issued electronically. You download it free of charge, with a QR code, from the medical certificates (form 083) service on my.gov.uz. It is valid until the date printed on it.

Tip: do not do the medical "just in case" six months before you start. Do it once you have picked a school. Details are in form 083 medical certificate.

Step 2. Choosing a school and signing up

Under Cabinet of Ministers Resolution No. 676 of 25 October 2025, attending theory classes for categories A and B has been optional since 1 February 2026. You can study theory on your own or on online or offline courses. The practical driving part of the mandatory programme, however, must be done at a state or private school that holds a licence.

So a freelance instructor with no school behind them cannot cover the required practice. The school enters your training record into the traffic police (DYHXX) electronic system, and the exam centre sees it without any paper certificate.

Check before you pay:

  • the licence number and its status in the license.gov.uz registry;
  • which gearbox you will learn on (the exam needs a manual);
  • how many hours of driving are included and the price of an extra hour;
  • whether the school has its own practice ground or an agreement with a test ground;
  • whether you can switch instructors.

You can compare schools by district, price and gearbox in the Tashkent driving school catalogue or go straight to category B in Tashkent.

Step 3. Practice and theory preparation

The programme approved by Cabinet Resolution No. 408 sets at least 69 hours of practical driving for category B. In practice most students in Tashkent drive for 2.5–4 months, two or three lessons a week of 1.5–2 hours each.

A sensible progression looks like this:

  1. First 4–6 lessons on a closed ground: moving off, changing gear, steering, stopping at a line.
  2. Then the test-ground exercises. The category B exam has more than ten, in this order: start, unregulated pedestrian crossing, stop and hill start on a ramp, 90° turns, regulated junctions, slalom, turning in a confined space via a box, level crossing, acceleration lane, emergency stop, reverse parallel parking, finish. The speed limit on the ground is 20 km/h, and 40 km/h in the acceleration lane.
  3. City driving: quiet streets first, then junctions with traffic lights and roundabouts.

Study theory alongside the driving, not after it. Twenty to thirty minutes of questions a day works better than three nights of cramming. The exam is offered in Uzbek, Russian and Karakalpak, so practise in one of those languages.

Step 4. Booking the exam

You apply for the exam yourself in the unified exam centre's online account (cabinet.yim.uz): enter your passport or ID details, confirm by SMS, upload documents, pay, and pick a date and time. Applications are reviewed within a working day. You need a passport or ID card, the 083 certificate and confirmation of school training (electronic since 2026, via the e-avtotaʼlim module). You can pay by UzCard or Humo, via Payme or Click, or in cash at the centre. Bring the original documents on exam day.

Tip: book theory so that no more than 3–4 weeks remain before your practical exam. Step 6 explains why.

Step 5. Theory exam

  • 20 questions with pictures and animations;
  • 25 minutes;
  • at least 18 correct answers to pass (16 for the moped category A1);
  • no phones, books or talking; you see the result immediately.

You cannot sit the practical exam without passing theory. If you fail, you can retake it after at least seven days.

Exams are run by the unified exam centres: in Tashkent (Yangihayot district) and at 13 regional branches. Under the centre's public offer as of October 2026, theory costs 1.5 million UZS; the practical costs 1.5 million if paid on the day you pass theory, otherwise 1.6 million; each retake is 1.6 million. Fees are not refunded, and missing your slot without a valid reason counts as the service delivered.

Step 6. Practical exam on the test ground

The exam takes place on an automated test ground in a manual car. Sensors record your actions, the system scores you without a human examiner, and the result is pass or fail. The decision cannot be appealed.

Two rules people often learn too late:

  • A theory pass lasts two months. Miss the practical in that time and you retake theory and pay again.
  • At least seven days between practical attempts.

Before the exam, ask your instructor for at least one session on the exam ground itself or on a ground with the same layout. See test grounds in Tashkent.

Step 7. Getting the licence

After both exams you receive a special certificate. The licence must be issued on its basis within one year.

You can apply:

  • on my.gov.uz with no document uploads: the photo comes from your ID card or biometric passport, and the system already has your certificate data;
  • at a public services centre or a traffic police office.

The state fee for issuing a licence after the exams is 70% of BRV, or 308,000 UZS. The my.gov.uz service page shows 1.4 BRV without breaking it down by type of application, so check the amount on your payment slip.

Production takes 1 working day if you collect at a public services centre, or about 2 days with postal delivery. The licence is valid for 10 years.

How long it really takes

Scenario Time
Everything first time, 3 lessons a week about 3 months
Normal pace, 2 lessons a week 4–5 months
One theory retake and one practical retake plus 2–4 weeks
Theory pass expired plus a month and another fee

Where time gets lost

  • The medical was done, but the student enrolled six months later and the certificate was close to expiry.
  • Theory was passed at the start, but the student was only ready for the practical three months later.
  • The student learned on an automatic; the exam is on a manual.
  • The exam was booked, but nobody reserved a car and instructor for a warm-up session.

FAQ

Can I get a licence without a driving school?

For categories A and B, theory can be self-studied since 1 February 2026, but practical driving must still be completed at a licensed driving school. Without confirmed practical training you will not be admitted to the exams.

How long does the whole process take?

Usually 3 to 5 months: about a week for the medical, 2.5–4 months of practice at a school, then the exams and 1–2 working days to issue the card. Each retake adds at least a week.

What car is used for the practical exam?

Under the exam rules, category B is tested in a car with a manual gearbox. That is why your main training should be on a manual.

What if I pass theory but take a long time to pass the practical?

A theory pass is valid for two months. If you do not pass the practical exam in that window, you have to take theory again.

How long is the licence valid?

The national driving licence is issued for 10 years. After that it is replaced through my.gov.uz or a public services centre.
