18 / 20
In short: the theory test is a 20-question computer test with 25 minutes on the clock. To pass you need at least 18 correct answers. A program, not an examiner, marks it, and you see the result on screen immediately. A theory pass is valid for two months, and within that window you must pass the practical test at the driving ground.
Where the test is held and which rules apply
The exam procedure is set by Cabinet of Ministers Resolution No. 408 of 31 May 2018. The latest significant changes came with Resolution No. 125 of 30 March 2026. Everything below reflects the rules as of October 2026.
In Tashkent and other areas where licensed private exam centres operate, only those centres hold the exams. Where there is no private centre, the registration and exam units of the road traffic safety service (YHXB) take them. The test rules are the same; the price and booking differ. Addresses are listed under driving grounds and exam centres in Tashkent.
Theory always comes first, practical second. You cannot go to the driving ground without a theory pass.
Test format
| Item | How it works |
|---|---|
| Number of questions | 20, on screen, some animated |
| Answer options | 2 to 5, one correct |
| Time | 25 minutes for the whole test |
| Pass mark | 18 correct (16 for A1) |
| Order | any order; you can skip and come back |
| Language | Uzbek or Russian; Karakalpak in Karakalpakstan |
| Marking | automatic, no human involvement |
That works out at about 75 seconds per question. If you know the material, it is plenty. If you read every question three times, it gets tight. When the 25 minutes run out the system stops the test, and unanswered questions count as wrong.
The question bank is approved by the Ministry of Internal Affairs. It covers the traffic rules, signs and road markings, junctions, vehicle condition, first aid and driver liability. Questions for each attempt are drawn at random.
People whose licence was revoked face a stricter test once the ban ends: 50 questions, 45 minutes and at least 46 correct answers.
Step by step
- Booking and payment. You apply in the exam centre's online account (for the unified centres, cabinet.yim.uz) or via my.gov.uz and pay. Applications are reviewed within 24 hours on working days. Payment reserves your slot. You can only move it to a later date, through the centre's website, and no later than 24 hours before.
- Arrival. Bring your passport or ID card. Originals are checked against the data in the system. Arrive 20–30 minutes early; there is often a queue at the entrance.
- The booth. The system assigns your workstation. The screen shows the booth number, licence category, your name and year of birth. Check the category before you start.
- Answering. Each answer is confirmed by pressing the key a second time, which prevents accidental clicks. Until you confirm, you can change your choice.
- Result. When you have answered everything or time is up, the screen shows your result, which answers were right or wrong, and the time used. A printed exam sheet with a QR code is handed to you, and the system books your practical test.
What is not allowed
Phones, books and any devices are banned, as is talking to other candidates or outsiders. If you are caught, the test is stopped and marked as a fail; if the record has already been printed, it is cancelled. The fee is not refunded.
In practice, people are rarely removed for crib sheets. It is usually a phone buzzing in a pocket or a whispered question to the next booth. Switch your phone off and leave it in a locker or with whoever came with you.
If the system itself fails, the mark is cancelled and the test is rerun once the fault is fixed.
How much it costs
Private centres set their own fees, and every attempt is paid separately. According to the public offer of the unified exam centres' operator, AUTODRIVER STUDY LLC (checked in October 2026), a first theory attempt costs 1.5 million soum and each retake 1.6 million soum. These rates have applied since 6 January 2026. Check the offer before paying, as prices change.
At YHXB units the fee is fixed in base calculation units (BCU): 10% of the BCU for the first attempt and 15% for each retake. With the BCU at 440,000 soum (from 1 September 2026), that is 44,000 and 66,000 soum.
Fees are not refunded whatever the result. If you miss your slot or arrive late without a valid reason, the service counts as delivered. With an illness or another documented reason, the payment stands and you are allowed to sit the test later.
If you fail
Under the Cabinet resolution as amended on 30 March 2026, a theory retake is held on the next working day. However, the public offer of the unified centres' operator, as of October 2026, still states a minimum 7-day gap for any retake, so confirm the actual date with your centre. There is no limit on attempts, but each one is paid. Deadlines and costs are covered in retaking the driving test.
An instructor's advice: do not rebook for the next morning and hope for the best. Look at which topics you got wrong and spend two or three evenings on exactly those. People tend to fail on the same blocks: unregulated junctions, tram priority, supplementary information plates, stopping and parking.
How to prepare
- Practise with the official question bank in the language you will sit the test in. Wording in translations sometimes differs.
- Practise against the clock: 20 questions in 25 minutes, no breaks.
- Keep a list of your mistakes and go back to it every two or three days.
- A week before the test you should be scoring 19 or 20 out of 20 consistently. If you are getting 17–18, you are not ready yet: nerves usually cost a point or two on the day.
A three-week plan is in passing the theory test first time, and the topics people most often get wrong are explained in the hardest traffic-rule questions.
Theory and driving school
Since 1 February 2026, attending theory classes at a driving school is optional for categories A and B. Practical lessons, however, must still be taken at a driving school, and you will not be admitted to the exam without them. Many learners still find group classes easier: a good teacher explains the logic behind the rules, and that cuts junction mistakes noticeably. You can compare schools in the Tashkent driving school catalogue or go straight to category B courses.
If you would rather not compare dozens of schools yourself, leave a request for driving school matching. We will check your district, schedule and budget and suggest a few suitable options.
FAQ
How many questions are on the theory test and how many mistakes are allowed?
There are 20 questions with 25 minutes for the whole test. You need at least 18 correct answers, so no more than two mistakes. For subcategory A1 (mopeds and scooters), 16 correct answers are enough.
Can I take the theory test in English?
The test is offered in Uzbek or Russian, and also in Karakalpak in Karakalpakstan. If you need another language, the rules allow you to bring an interpreter.
How long is a passed theory test valid?
Two months. If you do not pass the practical test at the driving ground within that time, your theory pass is cancelled and you sit the theory test again.
When can I retake the theory test if I fail?
Under the regulation as amended on 30 March 2026, a theory retake is held on the next working day. The unified exam centres' operator still states a 7-day gap in its public offer, so confirm the date with your centre. Each attempt is paid separately.
Do I have to attend theory classes at a driving school?
For categories A and B, since 1 February 2026 you may study theory on your own. Practical driving lessons must still be taken at a driving school.
Need help choosing a school?
Leave your number and an operator will find suitable options.
