In short: in Uzbekistan a moped or scooter is a proper motor vehicle. You need a category A1 licence (or A, B, C, D) and a registration plate. A1 can be obtained without a driving school by passing a theory and a practical exam. Kick e-scooters, electric unicycles and Segways need neither a licence nor plates, but riders must be at least 14 and follow separate rules. Everything below is current as of October 2026.
Every autumn parents come to me with the same question: "We bought our son a scooter. Does he need a licence?" The answer depends on what exactly you bought. The law splits anything with a motor and two wheels into several groups, and the dividing lines are engine size, motor power and design speed.
Where the lines are
The definitions come from the Traffic Rules (Cabinet of Ministers Resolution No. 172 of 12 April 2022) and the Regulation on driving licences (Resolution No. 408, as amended by Resolution No. 125 of 30 March 2026).
| Vehicle | Specs | Licence | Plate |
|---|---|---|---|
| Kick e-scooter, electric unicycle, Segway, e-skateboard | personal mobility devices | not required | not required |
| Bicycle, including with a motor | motor up to 0.25 kW, speed up to 25 km/h | not required | not required |
| Small motor vehicle | up to 25 km/h and an engine up to 25 cc or an electric motor up to 0.25 kW | A1 | not required |
| Moped | combustion engine 25–50 cc, speed 25–50 km/h | A1 | required |
| Scooter (electric) | electric motor 0.25–4 kW, speed above 25 and up to 50 km/h | A1 | required |
| Motorcycle | engine from 50 cc, speed from 50 km/h | A | required |
| Electric motorcycle | electric motor from 4 kW, speed from 50 km/h | A | required |
Quad bikes and trikes with the same specs are treated as mopeds and scooters.
In practice, the common 50 cc scooters and the electric scooters used by delivery couriers are A1. Anything above 4 kW, or with an engine of 50 cc or more and a top speed of 50 km/h or more, is a motorcycle and needs category A. Check speed and power in the technical documents or the seller's paperwork, not in the advert.
E-bikes are a grey area. Under the Traffic Rules, a bicycle with a motor of up to 0.25 kW and a top speed of up to 25 km/h is still a bicycle. Yet A1 also covers "small motor vehicles" with the same figures. In October 2026 couriers complained that they were being asked for an A1 licence for e-bikes limited to 25 km/h, and the traffic police (YHXB) had not officially clarified which models are affected. If your e-bike runs on a throttle without pedalling, expect an officer to treat it as a motor vehicle.
How the rules changed
- 8 July 2024: Resolution No. 393 set a temporary procedure for registering mopeds and scooters already in use and introduced separate number plates for them. Plates were first issued at the end of December 2024.
- 12 April 2025: Resolution No. 224 moved the licence requirement from 1 March to 1 October 2025 and extended the grace period for registration to 30 September 2025.
- 1 October 2025: mopeds and scooters may only be ridden if registered and with a licence. At that point category A was required.
- 25 October 2025: Resolution No. 676 created the A1 subcategory from 1 January 2026 and allowed applicants to take the exams without the mandatory course.
- 30 March 2026: Resolution No. 125 wrote A1 into the Regulation on driving licences (in force from 1 April 2026), covering the exam, the test-track exercises and the rights of holders of other categories.
How to get an A1 licence
If you already hold category A, B, C or D, you don't need to do anything: those licences let you ride A1 vehicles directly. A category B driver can get on a scooter today, as long as the scooter is registered and the helmet is fastened.
If you have no licence:
- A 083/u medical certificate, as for any category.
- Preparation. There is no mandatory course. You can study the Traffic Rules on your own or join an online or in-person course. No driving-school completion certificate is required.
- Theory exam. 20 computer-based questions, with a separate question set for A1. You pass with at least 16 correct answers. For other categories the pass mark is 18 out of 20.
- Practical exam on an automated test track, on a two-wheeled moped or scooter. The exercises match category A: start, slalom, narrow lane, acceleration and braking, half-circle, corridor, low-speed riding, figure of eight and finish.
- Licence issue, with A1 shown on the card.
My advice as an instructor: "no driving school required" doesn't mean "no practice required". On the test track people mostly fail the figure of eight and the low-speed section. Someone who has ridden around the mahalla for years often can't hold a scooter at 5 km/h without putting a foot down. Two or three sessions on a training ground with an instructor usually fix that. If you are thinking about a motorcycle, look at category A courses straight away: schools in the capital that teach it are listed under category A in Tashkent, and the training itself is covered in learning to ride a motorcycle. How A1 compares with the other categories is explained in driving licence categories.
Registration and number plates
Mopeds and scooters are registered at the YHXB registration and examination unit for your place of residence. You will need:
- the owner's passport or ID card (a representative needs a power of attorney);
- an application form;
- the seller's document with technical data: make, model, frame and engine numbers, weight;
- a receipt or sales contract;
- proof of payment of the fees (not needed if you paid electronically).
Frame and engine numbers are checked against the documents and the stolen-vehicle database. You receive a registration certificate and a single rear plate: white for combustion scooters, green for electric ones. In 2025 the plate fee was 1.5 BCV; check the current amount when you book, as it is tied to the BCV.
Small motor vehicles (up to 25 km/h, 25 cc or 0.25 kW) get no plate, but according to the traffic police an A1 licence is still required.
Helmet, age and where to ride
- Helmet. Riders and passengers of mopeds, scooters and motorcycles must wear a fastened motorcycle helmet. A construction hard hat or a bicycle helmet does not count.
- Age. Mopeds and scooters from 16. Bicycles and e-scooters on roads from 14.
- Where to ride. A moped keeps to the far-right lane, in single file. Riding on the shoulder is allowed if you don't obstruct pedestrians. Pavements, footpaths and cycle paths are off limits. Sign 3.5.1 bans mopeds and scooters, and sign 3.34 bans personal mobility devices.
- Lights and reflectors are mandatory; riding in the dark without them is a fine.
E-scooters, unicycles and rentals
The law calls kick e-scooters, e-skateboards, Segways, unicycles and electric unicycles personal mobility devices. Resolution No. 676 expressly excluded them from A1, so they need no licence or plate. The rules, though, are strict:
- on pavements, footpaths and cycle paths, no faster than 10 km/h, and pedestrians always have priority;
- where there is no pavement or cycle path, along the right edge of the carriageway at no more than 20 km/h;
- the carriageway is off limits if there is a cycle path or pavement alongside;
- pedestrian crossings are walked, with the scooter wheeled alongside;
- no passengers, no phone in hand, no one-handed riding, no riding under the influence;
- under-14s only in courtyards, parks, playgrounds and closed areas.
Rental e-scooters in Tashkent follow the same rules. The minimum user age, deposit and speed zones are set by the operator in its app, and the rider is responsible for any violation.
Be careful with "e-scooters" that are really seated electric scooters of 1–2 kW that reach 45 km/h. If it has a seat and scooter specs, an officer will treat it as a scooter, meaning it needs plates and an A1 licence.
Fines
Fines are set in base calculation values (BCV). From 1 September 2026, 1 BCV = 440,000 soʻm; when the BCV is revised, the soʻm amounts change.
| Offence | Administrative Code | Penalty | In soʻm |
|---|---|---|---|
| Riding without a right to drive; handing the scooter to an unlicensed rider | Art. 135, part 2 | 5 BCV | 2,200,000 |
| Licensed, but documents not on you | Art. 135, part 1 | 1 BCV | 440,000 |
| No fastened motorcycle helmet (moped, motorcycle) | Art. 125, part 1 | warning or 0.5 BCV | up to 220,000 |
| Riding on a pavement, footpath or cycle path | Art. 128 | 1 BCV | 440,000 |
| Ignoring signals and signs on a scooter, moped or e-scooter | Art. 138, part 1 | warning or 1/3 BCV | up to 146,667 |
| No reflectors or lights; a passenger on a scooter or e-scooter | Art. 138, part 5 | 0.5 BCV | 220,000 |
| Breaking traffic rules while intoxicated on a scooter, moped, bicycle or e-scooter | Art. 138, part 6 | 3 BCV | 1,320,000 |
If you ride without a licence, the vehicle is detained and taken to the impound lot, and only a person with proper documents can collect it. Towing and storage are paid separately. For how "driving without a licence" is classified, see fines for driving without a licence.
According to the traffic police, in the first nine months of 2026 moped and scooter riders were involved in 563 road accidents in which 89 people died. That is the background to the courier checks in autumn 2026.
Advice for parents of teenagers
- No moped on the road before 16. Not even "just to the shop". If you hand a scooter to an unlicensed child, the 5 BCV fine under Article 135, part 2 is yours, as the person who handed over control.
- At 16, get the A1. It is quick, and the test-track exam checks exactly what teenagers lack: braking and low-speed control. Age rules for other categories are covered in learning to drive at 17.
- Buy the helmet with the scooter. Full-face or open-face, the right size, with a working strap. It is the cheapest part of the kit and the only part that protects the head.
- Check the power before buying. A 5 kW "teen e-scooter" is an electric motorcycle and needs category A, with different training requirements.
- E-scooters under 14: courtyard and park only. And explain that it is wheeled across pedestrian crossings.
Find a driving school
If you want to do more than pass A1 and actually ride with confidence, or to go straight for category A or B, browse driving schools in Tashkent or leave a request for a driving school match. Tell us your district and category, and we will suggest schools with a training ground and an instructor for two-wheelers.
