my.gov.uz
In short: on my.gov.uz you apply for the exams, pay for and order the licence itself, and handle replacements and duplicates. You sign in with OneID. Applications are checked within one working day, and the finished licence is processed within 2 working hours of the request arriving. Issuing a licence costs 70% of the BCU, and you can collect it in person or have it posted.
What the portal covers
Since 1 August 2022, documents for driving licences have been accepted through the Single Portal of Interactive Public Services (my.gov.uz). The procedure is set by an administrative regulation approved by Cabinet of Ministers Resolution No. 271 of 4 May 2021. As of October 2026 the portal offers:
| Service | Fee | Timeline |
|---|---|---|
| Application for admission to exams | 10% of the BCU; 90% of that via the portal | checked within 1 working day |
| Licence issue after the exams | 70% of the BCU (308,000 soum) | 2 working hours |
| Licence replacement | 70% of the BCU (308,000 soum) | 2 working hours |
| Duplicate for a lost licence | 1 BCU (440,000 soum) | 2 working hours |
Amounts are based on the BCU of 440,000 soum in force since 1 September 2026. Exam fees at a private centre are separate and set by the centre. The 083 medical certificate can also be ordered via the portal: after the examination it appears in your account in electronic form. See the 083 medical certificate for details.
Before you start
- A OneID account. It is the only way to sign in. The easiest route is to register with your ID card.
- A PINFL. Licences are issued only to people with a personal identification number, which every ID card carries.
- PDF scans. The regulation requires documents to be attached as PDFs. Combine phone photos into a single PDF before you begin.
- A way to sign. You confirm the application with a fingerprint, an electronic signature or Mobile-ID. Without an ID card or biometric passport, you draw your signature on screen.
Step 1. Apply for the exams
- Sign in to my.gov.uz and find the service for admission to driving licence exams.
- Fill in the form: category, driving school, exam region, attempt number, where and how you want to receive the licence.
- Attach documents. The system works out which ones you need. For driving school graduates, the electronic course completion record and medical certificate data are usually pulled in automatically.
- Confirm the form and pay the fee.
You can submit at any hour, including nights and weekends, but anything received after working hours or on a day off counts as received on the next working day.
A YHXB or private-centre officer then checks the form and payment within one working day. If all is in order, a notice with the date, time and place of your theory test, certified with a QR code, arrives in your account within the next 10 working days.
In Tashkent and the regional capitals, exams are run by the unified exam centres of a private operator. There, registration, document upload, payment and choosing a date and time all happen in the online account at cabinet.yim.uz; applications are reviewed within 24 hours on working days, and each stage's result is sent by SMS. Once you pass, the special certificate details go automatically to the Interior Ministry and public services centres, and the licence is then issued via my.gov.uz. Centres are listed under driving grounds and exam centres.
Step 2. The exams
Turn up at the appointed time with original documents. If you miss it without a valid reason, the application is rejected and you pay the fee again for a new attempt. With a valid reason you have 10 working days to prove it with a document, and the exam will then be held without a repeat fee.
Exam results reach the YHXB system automatically the moment you finish.
Step 3. Pay for and collect the licence
Once both exams are passed, an invoice for the licence, 70% of the BCU, appears in your account. Then:
- Photo. You can allow the photo from your ID card or biometric passport to be used. Otherwise you go to a YHXB unit or public services centre to be photographed.
- Processing. An officer checks the form against the system and sends the licence for printing. Timeline: 2 working hours.
- Notification. You get a message when the card is ready.
- Collection. In person at the chosen YHXB unit or public services centre with ID, or by post.
The post office calls to agree a time and delivers within 1 working day in Tashkent and regional capitals, 2 working days elsewhere. Delivery is paid separately at postal rates. If you are not in, the licence waits at the post office for 10 working days and then goes back to where it was issued. Uncollected licences are kept in the archive for up to two years.
A relative cannot collect it with a power of attorney: in person or by post only.
Tracking your status
Every stage shows up in your portal account: whether the form was accepted, the exam date set, the invoice issued, the licence ready. Notifications also go to your phone. Watch for:
- Rejected. The regulation requires a reason. Rejection is only allowed for wrong or incomplete data, missing documents or non-payment; any other ground is prohibited.
- Correction. After a rejection you have 30 working days to fix the issue and reapply without paying the fee again.
- Withdrawal. Until the form is entered in the electronic register, you can withdraw it and get your money back. After registration the fee is not refunded.
Replacements and duplicates via the portal
The same steps apply to replacement and loss. For a new-style card you only fill in the form; for an old-style licence you attach photos of the licence and its counterfoil. For a lost licence the system checks that you hold driving rights and have not been banned, and immediately issues an invoice for 1 BCU. More in restoring a lost licence and licence validity and renewal.
A licence on your phone
Cabinet of Ministers Resolution No. 11 of 20 January 2026 instructs the Ministry of Internal Affairs to show each person's own licence data in their portal account in real time. Even so, an electronic copy in an app does not yet clearly replace the document at a roadside check; in practice the question is disputed. It is safer to carry your ID card or biometric passport. Under Article 135 of the Code of Administrative Liability, with one of those on you, you are not required to carry your licence, vehicle registration or compulsory motor insurance policy.
Where to begin
The portal handles everything except the training itself, which must be done at a driving school: without practice on a driving ground you will not be admitted to the exams. Pick a school in the Tashkent driving school catalogue or under category B. To save time comparing, leave a request for driving school matching and we will suggest options that fit your district and schedule.
FAQ
Can I apply for the driving test through my.gov.uz?
Yes. The Single Portal of Interactive Public Services takes your application for admission to the exams at a YHXB unit or a private exam centre. It is checked within one working day, and your theory test date arrives in your account.
How much does it cost to get the licence through the portal?
Issuing a national driving licence costs 70% of the base calculation unit (BCU), which is 308,000 soum with the BCU at 440,000 soum. The exams themselves are paid separately.
How long until the licence is ready?
Under the regulation, the application is processed within 2 working hours of arrival. Postal delivery takes 1 working day in Tashkent and regional capitals and 2 working days elsewhere.
Can a relative collect my licence with a power of attorney?
No. The licence is handed only to its holder on presentation of ID, or delivered by post. Issuing it under a power of attorney is not allowed.
Can I show my licence to a traffic officer on my phone?
The law does not clearly say so. The safe option is to carry your ID card or biometric passport: under Article 135 of the Code of Administrative Liability, a driver who has one is not required to carry the licence.
