In short: a plastic licence is valid for 10 years from the date of issue. You renew it via my.gov.uz, at a public services centre or at a YHXB unit: a form, a fee of 70% of the BCU (308,000 soum) and 2 working hours of processing. No tests are needed for a standard replacement. Driving on an expired licence is not allowed and carries a 1 BCU fine.

How long the licence lasts

The new-style national driving licence is issued for 10 years from the date of issue. This is set by Cabinet of Ministers Resolution No. 116 of 2 March 2017, which introduced the plastic card, and repeated in the administrative regulation (Resolution No. 271 of 4 May 2021).

Where to find the date: on the card, each category you hold has its own line showing the date you were authorised to drive it and the expiry date. Categories you do not hold are left blank. If you later added a category and received a new card, go by the dates printed on that card.

If the special notes field carries the words "Tibbiy maʼlumotnoma majburiy" (medical certificate required), a medical board has set you a date for re-examination. In that case you must get the certificate on that schedule regardless of the licence's own expiry date.

Old-style licences

Old-style licences issued with a counterfoil are no longer valid. The deadlines set by Resolution No. 116 (as amended in 2022) have all passed:

When the old licence was issued Invalid from
before 2010 1 April 2023
2010–2012 1 July 2023
2013–2015 1 October 2023
after 2015 1 January 2024

If you still have an old licence, it is exchanged for a plastic one on the standard terms. Attach photos of both sides of the licence and counterfoil to the form. No tests are set for this exchange.

When to renew

  • The licence is about to expire. You can apply early rather than waiting for the last day; the regulation does not prohibit replacing a valid licence. The new 10 years run from the new issue date.
  • You changed your name. Civil registry records are matched automatically, and holders of new-style cards receive a replacement notice in their my.gov.uz account or via Mobile-ID.
  • The card is damaged. A damaged licence (cracked card, worn-off details) is replaced the same way as an expiring one.
  • The licence is lost. That is a separate procedure with a 1 BCU fee, covered in restoring a lost licence.

Renewing your licence: the steps

  1. Pick a channel. my.gov.uz (sign in with OneID), a public services centre, or a YHXB registration and exam unit. The portal is covered in your driving licence via my.gov.uz.
  2. Fill in the form. For a new-style card the form is enough; for an old-style licence you also need photos of the licence and counterfoil. At a public services centre, staff fill in the form for you.
  3. Pay the fee. 70% of the BCU: 308,000 soum with the BCU at 440,000 soum.
  4. Photo. You can consent to the photo from your ID card or biometric passport being used; otherwise you are photographed on site.
  5. Collect the licence. Processing takes 2 working hours. Pick it up yourself or order postal delivery: 1 working day in Tashkent and regional capitals, 2 elsewhere.

A replacement can only be refused for incorrect data on the form, an unpaid fee, or missing photos for an old-style licence. The regulation prohibits any other ground. After a refusal you have 30 working days to fix the problem without paying again.

Renewal in numbers

Item Amount
Replacement fee 70% of the BCU, 308,000 soum
Duplicate fee after a loss 1 BCU, 440,000 soum
Processing after payment 2 working hours
Postal delivery 1–2 working days, at postal rates
Held at the post office if you are out 10 working days
Uncollected licences kept in the archive up to 2 years
Validity of the new licence 10 years from issue

Typical situations

  • It expired yesterday and you need the car tomorrow. Submit the form on a weekday morning and collect the licence yourself from your chosen public services centre: the regulation allows 2 working hours for processing.
  • You changed your surname after marriage. Wait for the portal notice or submit the form yourself. Until the licence is replaced, carry your new ID card: under Article 135 of the Code of Administrative Liability, with it you do not have to show the licence.
  • The licence is fine but the card has worn out. That is a standard replacement as "unfit for use", for 70% of the BCU, with no tests or certificates.

Do you need a medical certificate or tests?

The replacement procedure requires neither a medical certificate nor tests: for a new-style card, just the form and payment. Medical checks are done separately on the schedule set by the Ministry of Health, and drivers who carry passengers commercially go annually.

You may read online that a licence more than a year out of date can only be renewed by retaking the tests. The current regulation contains no such rule. Tests are required in other cases: restoring driving rights after a ban, adding a new category, and for employed drivers who have not driven for more than 12 months when their employer sends them for testing.

Driving on an expired licence

An expired licence does not prove your right to drive. Using the example of old-style licences that were not exchanged, kun.uz explained in 2023 that driving with such a document counts as driving without documents under Article 135 of the Code of Administrative Liability. That is now a fine of 1 BCU, or 440,000 soum. If you do not get behind the wheel with an expired licence, there is no fine for the lapse itself: just renew it when you need it.

Fines for driving without a licence are covered separately in fines for driving unlicensed or on an expired licence.

An instructor's advice

Set a reminder on your phone a month before the expiry date. Renewal takes a couple of hours; driving on an invalid licence on the day you finally remember costs more. And if you have barely driven in ten years, a new card is not enough: book a few lessons with an instructor from instructors in Tashkent or take a refresher course at one of the driving schools in Tashkent. We can find a suitable option through a driving school matching request.
