ID ?

In short: a lost licence is replaced without tests. Submit a form via my.gov.uz, at a public services centre or at a YHXB unit, pay 1 BCU (440,000 soum), and the new licence is processed within 2 working hours. While you wait, you can drive if you carry your ID card or biometric passport.

What changed in 2026

The duplicate procedure is set out in clause 66 of the regulation approved by Cabinet of Ministers Resolution No. 408 of 31 May 2018. In January 2026, Resolution No. 11 simplified it: a duplicate is now issued on the driver's application, without tests, once an officer has checked in the road traffic safety service's unified information system that a licence was in fact issued to you. Clauses 67–70 of the earlier version were repealed.

As recently as 2024, after a loss you had to prove you had driven in the previous 12 months, or you were sent to resit the tests. The current wording contains no such condition. If a website tells you about employer letters and a year of driving history, it is out of date.

Step by step

1. Choose where to apply

Route What you do Notes
my.gov.uz sign in with OneID and fill in the form yourself fastest; you can order delivery
Public services centre go with your ID card; staff fill in the form handy if you have no OneID
YHXB unit go with your ID card needed if your data is not in the system

Using the portal is covered in detail in your driving licence via my.gov.uz.

2. Fill in the form

The form asks for your name, PINFL, phone number, delivery address, the reason ("replacement of a lost licence") and where you will collect it. If you had an old-style licence and still have photos of it or its counterfoil, attach them. For a new-style card the form alone is enough.

With your consent, the photo for the new licence can be taken from your ID card or biometric passport. Otherwise you will be photographed at a YHXB unit or public services centre.

3. Check and payment

The system confirms that you hold driving rights and have not been banned. If everything checks out, an invoice for 1 BCU is issued straight away: 440,000 soum with the BCU at 440,000 soum (from 1 September 2026). For comparison, a routine replacement costs 70% of the BCU, or 308,000 soum.

4. Collection

After payment an officer checks the data and sends the licence for printing. The regulation allows 2 working hours for this. You collect it in person with ID, or it is posted: 1 working day in Tashkent and regional capitals, 2 working days elsewhere. It cannot be handed to a relative under a power of attorney.

How long it takes

Stage Time
Filling in the form 10–15 minutes with your ID card and OneID to hand
Rights check and invoice as soon as the form is submitted
Processing after payment 2 working hours
Postal delivery 1 working day in Tashkent and regional capitals, 2 elsewhere
Held at the post office if you are out 10 working days

In practice, if you apply on a weekday morning and collect it yourself, you can have the new licence the same day.

When you can be refused

There are only four grounds for refusal:

  • the licence is not on record in the system;
  • you have been banned from driving;
  • the form contains incorrect data;
  • the fee has not been paid.

The regulation prohibits refusal on any other ground. After a refusal you have 30 working days to correct the problem and reapply without paying again.

If the system has no record of your licence, the online route is closed: apply to a YHXB registration and exam unit, where the matter is handled under the general procedure.

Can you drive without the card?

Losing the card does not take away your right to drive, which remains on record. The only question is what you show at a check. Article 135 of the Code of Administrative Liability says it plainly: if the driver carries an ID card or biometric passport issued by Uzbekistan's internal affairs bodies or consulates, there is no need to carry the driving licence, vehicle registration or compulsory motor insurance policy.

If you have neither the licence nor an ID card nor a biometric passport, that counts as driving without documents: a fine of 1 BCU (Article 135, part 1). More on fines in driving without a licence: fines.

If the licence was stolen

The regulation does not require a police report for a duplicate: the procedure is the same for loss, theft, fire or natural disaster. But if your passport, bank cards or car keys went missing along with the licence, report it to the police anyway: a new-style driving licence is also an official identity document.

If the licence turns up

Sometimes the "lost" licence surfaces a week later in the glovebox or a jacket pocket. If a duplicate has already been issued, the old licence is invalid (clause 71 of the regulation). Do not use it; hand it in to a YHXB unit.

If the licence had also expired

If the lost licence had already expired, the issue is usually solved through a standard replacement: the new licence is issued for 10 years. Validity periods and the risks of driving on an expired licence are covered in licence validity and renewal.

Protecting yourself next time

  • Carry your ID card. With it, a lost licence causes no trouble at a roadside check.
  • Photograph both sides of your licence. For old-style licences the photos help with the form; for new ones you will have the series, number and issue date to hand.
  • Check your data on the portal. Make sure your my.gov.uz account shows your licence and categories. If something is missing, better to find out now than on the day you lose it.
  • Do not keep the licence with your keys. The most common story is a key ring with a licence-holder fob left behind in a taxi.

After a long break

Sometimes a licence goes missing because its owner has not driven for years. A duplicate restores the document, not the skill. If you feel unsure, book a few lessons with an instructor from instructors in Tashkent; many driving schools in Tashkent also run refresher courses. If you would rather not search yourself, leave a request for driving school matching and we will suggest options near you.

FAQ

Do I have to retake the tests if I lose my licence?

No. Under clause 66 of the regulation approved by Cabinet of Ministers Resolution No. 408 (as amended on 20 January 2026), a duplicate is issued without tests once your licence details are checked in the road traffic safety information system.

How much does it cost to replace a lost licence?

1 base calculation unit (BCU), which is 440,000 soum from 1 September 2026. Postal delivery, if you choose it, is paid separately.

Can I drive while the duplicate is being made?

Under Article 135 of the Code of Administrative Liability, a driver carrying an ID card or biometric passport does not have to carry a driving licence. Losing the card does not end your right to drive.

What if my old licence turns up after I get the duplicate?

The found licence is no longer valid. Hand it in to a YHXB registration and exam unit, where it will be destroyed.

What if my licence is not in the database?

If the system has no record of the lost licence, you cannot get a duplicate online. You then apply to a YHXB unit under the general procedure set by the regulation.
