B: plan

In short: the category B programme in Uzbekistan is at least 18 weeks, with 216 hours of classroom work and 69 hours of practical driving. Since 1 February 2026, you can study the theory on your own, but the practical lessons are compulsory and must be done at a licensed driving school. After them, the school issues an electronic confirmation that lets you sit the exam.

Where the programme comes from

Driving schools don't set their own minimum hours. The minimum is fixed by the Regulation on the procedure for training, retraining and upskilling drivers, an annex to Cabinet of Ministers Resolution No. 408 of 31 May 2018. The hours by category were added by Resolution No. 393 of 20 July 2022. Each school approves its own curriculum and subject syllabuses on top of that minimum. A school can offer more hours, but not fewer.

How many hours: the minimums

Category Course length Classroom hours Practical driving
A (motorcycle) 9+ weeks 180+ hours 20+ hours
B (car) 18+ weeks 216+ hours 69+ hours
C (truck) 22+ weeks 264+ hours 69+ hours
B + C 24+ weeks 288+ hours 72+ hours

Figures from the Regulation as in force in October 2026.

A few more rules from the same document shape your timetable:

  • total study load: up to 20 hours a week;
  • classroom sessions: up to 4 hours a day, in 80-minute double lessons;
  • one instructor drives with students for no more than 8 hours a day;
  • training groups have no more than 24 people.

The maths is simple. Sixty-nine hours of driving at three or four 1.5–2 hour lessons a week takes roughly three to four months. So "licence in a month" promises don't fit the programme.

What changed in February 2026

Cabinet Resolution No. 676 of 25 October 2025 changed the process for categories A and B. Since 1 February 2026:

  • theory can be self-studied, or taken as a course, online or in person, as you prefer;
  • practical training is compulsory and must be completed in full at a licensed organisation;
  • after the practical lessons, the school assesses your driving and issues a standard electronic confirmation, which goes to the traffic police and the exam centre;
  • registering training groups with the traffic police is no longer required for categories A and B.

The exam centre won't ask for proof that you attended theory classes. But the theory exam still exists. Self-study suits disciplined people. If you tend to leave everything to the last week, take a course. There's a study plan in how to pass the theory test first time.

Theory: the subjects

The Regulation names the subjects through its requirements for teachers. The category B programme includes:

  1. Traffic rules. Signs, road markings, traffic lights and police signals, right of way, overtaking, stopping and parking, carrying passengers. This is the core of the exam questions. The teacher must hold a driving licence.
  2. Vehicle control and road safety. How a car behaves on the road: braking distance, skids, following distance, driving at night and in rain, what to do in an emergency. Driver psychology and the common causes of crashes are covered here too.
  3. Vehicle design and maintenance. Engine, transmission, brakes, steering, electrics. The aim isn't to become a mechanic but to know which faults make a car unsafe to drive. It's taught by someone with a degree in automotive transport.
  4. First aid at road accidents. Stopping bleeding, positioning a casualty, moving them safely. It's taught by a medic or a certified paramedic instructor. At the end of the course, there's a practical first aid exam at the driving school.

At the end of training, the school runs an internal final test on computer, with animated questions.

Practical training: how the driving is structured

The official programme sets the minimum hours and the requirements for the car. The order of exercises is similar between schools. This is how a course typically runs:

Stage Where What you practise
1. First hours closed site or driving ground seating position, mirrors, pedals, moving off and stopping, gear changes
2. Ground exercises driving ground slalom, hill start ramp, parallel parking, reversing into a bay, turning in a confined space
3. Quiet streets approved training routes turns, lane changes, uncontrolled junctions, pedestrian crossings
4. City traffic approved training routes heavy traffic, traffic lights, roundabouts, multi-lane roads
5. Exam preparation driving ground exam exercises against the clock, without penalty points

Under the Traffic Rules, first lessons take place on a closed site or driving ground, and lessons in the city may only use routes agreed with the traffic police. The training car must have dual clutch and brake pedals, an extra mirror, a GPS tracker and a training-car sign. If you're taken straight into traffic in a car without a second pedal, think twice about the school. How to check that it operates legally is covered in how to avoid an unlicensed driving school.

A note on hours: 69 is a minimum, not what everyone needs. For some people it's plenty. Others need 80–90 hours before they feel confident in city traffic. If your contract lists fewer than 69 hours, ask how the school counts them and how it will issue your electronic confirmation.

The exam after the programme

Exams are taken at an exam centre, under the rules of the same Resolution No. 408:

  • Theory. 20 questions in 25 minutes. You need at least 18 correct. The exam is in Uzbek or Russian, and also Karakalpak in Karakalpakstan. For other languages, the rules allow you to bring an interpreter.
  • Practical. On an automated driving ground, and only after passing theory. The category B test is taken in a manual-transmission car, so do at least part of your practice on a manual.
  • Timing. A theory pass is valid for two months. You can retake theory the next working day, and the practical test no sooner than 7 days later.

For the exercises and how they're scored, see our article on the practical exam at the driving ground.

Questions to ask a school about its programme

  • How many driving hours are in the contract, and do they include the driving ground?
  • Which car and which gearbox will you learn on?
  • Is there a theory course, and what does it cost separately if you prepare on your own?
  • Who teaches first aid, and where is that exam held?
  • When and how does the school issue the electronic confirmation after practical training?

Find a school with a clear programme

In the category B driving school catalogue for Tashkent you can compare schools by district and price, and the driving grounds and exam centres section shows where exams take place. If you'd like us to find a school for you, leave a request through the school matching form with your district, gearbox and preferred lesson times.

FAQ
